Directorate of Finance

Overview/Functions

The Directorate of Finance is responsible for budgeting and coordination of laid down regulations for administering the University's financial matters and stores.

The Director of Finance is the Chief Manager of the University's finances, the principal financial advisor to the Vice-Chancellor and a signatory to the University's Bank Accounts. He ensures that proper books of accounts are kept, including annual preparation of financial statements, budgets and other financial reports.

In the discharge of its functions the Directorate ensures adherence to financial laws and regulation such as the Public Financial Management Act, 2016 Act 921, the Public Procurement Act 2003 (Act 663) as amended, Inteal Audit Agency Act 2003 (Act 658), Public Financial Management Regulation 2019 (L.I. 2378) among others.

The Directorate has two divisions with ten sections and an administration section that work together to facilitate the free-flow of work and also provide financial information on both staff and students in the University. The divisions and sections of the Directorate are:

Profile of Mr. Kwabena Owusu

Mr. Kwabena Owusu assumed duty as the Director of Finance of Cape Coast Technical University in June 2019.  He is a Chartered Accountant and a member of the Institute of Chartered Accountants, Ghana (ICAG). He obtained his B.Ed. (Social Science) and M.com (Accounting) degrees from the University of Cape Coast, Ghana in 2005 and 2015, respectively. In 2010, he obtained a certificate in Cost Analysis in Education from IIEP/UNESCO. He is a product of Obiri Yeboah SHS where he obtained his Senior Secondary School Certificate.

His areas of Specialization include Financial Statement Analysis, Cost Control and Budgeting and Investment Appraisal.

Prior to his appointment as the Director of Finance, Mr. Owusu was appointed as Senior Accounting Assistant in 2006 at the University of Cape Coast. He was upgraded to Principal Accounting Assistant in 2008. He was appointed as Accountant in 2009. He was later promoted to Senior Accountant in 2013. He was appointed as Acting College Finance Officer in 2017 to manage the finances of the College of Agriculture and Natural Sciences.

Due to his versatilities and competence in handling assignment, he was offered the opportunity to serve as chairman, secretary and member to a number of Committees and Boards including the following:

He has attended series of workshops and conferences as participant and facilitator. Some of the workshops and conferences he has attended include: IPSAS training by Pwc, UCC – Ghana; 70 years of University Administration in Ghana; Redefining the Roadmap, UG – Ghana; Managing Pensions Effectively, South Africa; Master Financial Controller Programme, Kenya; Microsoft Office-Excel Tools for Accountants, Ghana; Income Tax Planning Essential Principles and Practices, Ghana; Soft Skills & Competencies for Professional Accountants, Ghana; Updates on International Public Sector Accounting Standards, Ghana; Grants Accounting Workshop, (AERC), Culture, Science and Sustainable Development in Africa, Ghana and International Public Sector Accounting Standards, Ghana.

Mr. Kwabena Owusu is married to a beautiful woman by name Mrs. Benedicta Owusu and they have four lovely children namely Esi Abakah Owusu, Abena Darkwaa Owusu, Kwadwo Annan-Owusu and Nana Amoako Abankwah-Owusu.

He is a staunch Pentecostal. An Elder in the church of Pentecost and currently serves as a presiding Elder in one of the Assemblies in OLA District, Cape Coast Area.
